<p>Last December the Federal Motor Carrier Safety Administration rolled out a new nationwide safety system referred to as Compliance, Safety Accountability (CSA). This initiative introduces new enforcement and compliance responsibilities with the purpose of reducing crashes, injuries and fatalities related to commercial motor vehicles.</p>
<p>Since inception, 70 to 75 percent of all CSA points can be traced back to maintenance or unsafe driving violations, says Drew Anderson, director of sales for Vigillo, which provides CSA compliance services.</p>
<p>Under the old safety system, FMCSA limited its analysis of roadside inspection data to violations that resulted in out-of-service orders. But under the new CSA program, all safety violations are included. This means violations that used to be statistically insignificant will now carry significant weight.</p>
<p>Business owners also are learning that one of the most important elements of a successful CSA compliance program is a careful pre-trip and post-trip inspection by the driver followed up by paying close attention to the Driver Vehicle Inspection Report.</p>
<p>Compliance experts at J.J. Keller emphasize that the maintenance BASIC is not just the maintenance department&#8217;s responsibility.</p>

<ul>
<li>The motor carrier is responsible to its employees and the public for providing safe vehicles to travel the highways.</li>
<li>The safety department has the responsibility for ensuring all records and requirements are accurate and retained for the specified amount of time.</li>
<li>Drivers are responsible for their professionalism in all safety-related matters, including not only the operation of the equipment, but also pretrip and post-trip vehicle inspection reporting and documentation.</li>
<li>Dispatchers and all operation supervisors are responsible for the accurate direction of all safety policies. They must have a full understanding of the severity of allowing sub-standard equipment to travel the highways without required maintenance.</li>
</ul>

<p><strong>Raleigh, NC June 24, 2011.</strong> Chris Mangum and brother, Michael, sold C.C. Mangum in January 2010. The Mangum family had long been an integral part of the economic development and growth of the greater Raleigh area. Now, Chris has launched a new venture, C.C. Mangum Consulting (www.ccmangum.com), which specializes in fleet management services for off-road equipment and over-the-road vehicles.</p>
<p>C.C. Mangum, a grading construction business, was founded by Cleve C. Mangum in 1927, an era where dirt was moved using mules and drag pans. Over Cleve’s career heavy equipment rapidly replaced mules, transforming the industry and vastly improving productivity.</p>
<p>William E. (Bill) Mangum assumed control of the business in 1953 following his father’s death. Continuing Cleve’s entrepreneurial spirit, Bill grew and diversified C.C. Mangum, entering the hot-mix asphalt production and laydown industry as well as bridge-building. Bill’s sons, Chris and Michael, led the business beginning in the 1990’s and until the business was sold. At its peak, C.C. Mangum generated over $80 Million of construction services annually, providing employment to over 400 people.</p>
<p>Chris Mangum said, “It is a great privilege and blessing to follow the examples of my father and grandfather by providing service and offering employment opportunity to the people of central North Carolina. My prayer is that C.C. Mangum Consulting will leave the same legacy as my forefathers, one of integrity, excellence and faith.”</p>
